Check out the Northwest Association of Networked Oceanographic Observation Systems (NANOOS). The NANOOS visualization system (NVS) offers a map graphic based tool to view weather data in near real time, including windspeed. See http://www.nanoos.org/nvs/nvs.php?section=NVS-Assets.
